PVS SWC modules ship pre-paired, no pairing required
The button on the receiver module doesn't program your steering wheel buttons. Pressing it puts the receiver into transmitter pairing mode. That's only used when you're bonding a replacement transmitter to an existing receiver.
Every module comes pre-paired from the factory. To map your wheel buttons to headunit functions, use the SWC learn menu in your headunit.
