Aftermarket Head Units, Driver Distraction and ADR Compliance

A head unit can be installed perfectly and still be used in a way that breaches the road rules. Equally, a unit can be operated correctly and still fail a roadworthy inspection because of where it is mounted. Both questions need to be satisfied.
Installation and the Driver's Field of View
The position of the screen matters. A large aftermarket display mounted high on the dashboard, or a housing that sits proud of the original fascia, can intrude on the area the driver needs to see the road ahead.
ADR 93/00 (Forward Field of View) sets the standard for the driver's forward sightline as the vehicle was originally manufactured. A modification that places a screen or a bracket within the driver's required forward field of view compromises the vehicle against this standard. ADR 42/05 (General Safety Requirements) is also relevant, because it governs internal protrusions, the security of fitted components, and electrical wiring inside the cabin. A head unit that is loosely mounted, that introduces sharp edges, or that is wired in a way that creates a fire or short-circuit risk is a construction concern under ADR 42/05.
For these reasons, a head unit should be fitted within the original dash aperture or in a vehicle-specific fascia designed for the location, so that the screen replaces the factory unit rather than adding to the driver's line of sight. A vehicle-specific unit is engineered to occupy the factory opening, which keeps the display low and central and keeps the housing flush.
ADR Standards Relevant to Installation

Using a Visual Display While Driving
The installation being compliant does not settle the question of use. Under the Australian Road Rules, a visual display unit in a vehicle must not be operating in a way that is visible to the driver while the vehicle is moving, with limited exceptions for approved driver-aid functions.
The exceptions exist because some display functions assist the driving task rather than distract from it. The road rules permit a driver-aid display to be visible to the driver while moving where it is performing a function such as showing navigation directions or displaying the image from a reversing camera. What is not permitted is showing television, video, films, or other entertainment content to the driver while the vehicle is in motion. A passenger entertainment screen is treated differently, but the principle is clear: the driver must not be watching video while driving.
This is a use question, enforced on the road. It applies regardless of whether the head unit is the factory unit or an aftermarket one. The responsibility sits with the driver to operate the display lawfully. Compliant and Non-Compliant Use of a Display While Driving

Wireless CarPlay, Android Auto and Driver Focus
The strongest safety argument for a modern head unit is not the screen itself. It is what the screen replaces. The most common source of driver distraction is a hand-held mobile phone. A head unit with wireless Apple CarPlay and Android Auto reduces the need to handle the phone at all.
With a wireless connection, the phone can stay in a pocket, a console, or a bag and connect automatically when the driver enters the vehicle. Navigation, messages read aloud, voice calls, and music are all driven through the head unit and through voice commands rather than by picking up and looking at the phone. The result is fewer reasons to take a hand off the wheel and fewer reasons to look away from the road.
This supports hands-on-wheel focus in a way that aligns with the intent of the road rules. The display still must not be used to watch video while driving, and the driver remains responsible for using it lawfully. Keeping the Factory Steering Controls Working
A head unit that disables the steering wheel controls forces the driver back to reaching for the screen, which works against the distraction case the unit is meant to support. A properly fitted vehicle-specific unit retains the factory steering wheel buttons for volume, track, phone, and voice control, so the driver can operate the system without taking a hand off the wheel.

Roadworthy and Certification
Whether a fitted head unit needs certification depends on the installation and on your state. A unit that replaces the factory head unit within the original aperture, mounted securely and wired correctly, is generally a straightforward fitment. A large screen mounted on top of the dash, or any installation that raises a forward field of view concern under ADR 93/00, is more likely to attract attention at roadworthy inspection.

Fitting an aftermarket head unit is a change to your vehicle's specification. A vehicle-specific unit installed in the factory location, with secure mounting and correct wiring, is a documentable modification.
