Electric Side Mirrors and ADR Rear Vision Compliance

The Australian Design Rules set what your rear vision mirrors have to do, and those rules apply directly to the external side mirrors on your Toyota LandCruiser 70 Series. Go to electric (powered) mirrors and you keep your rearward field of view inside those rules, and the mirrors get far easier to live with. If your mirror houses an indicator repeater, the lighting and wiring rules come into play too, and your install has to hold up on both counts.

What ADR 14 requires of rear vision mirrors

ADR 14/02 (Rear Vision Mirrors) is the national standard covering the mirrors fitted to a passenger or goods vehicle. It exists so you get an adequate, clear and stable view of the road behind and beside you without turning around or leaving the seated driving position.

Broadly, the standard covers the rearward field of view you must be able to see, the minimum size and reflecting capability of the mirror, and the mirror's stability so the image doesn't vibrate or blur in normal driving. An external mirror on the driver's side, and on the passenger's side where required, has to give you a clear and stable view down each side of the vehicle and along the traffic lanes beside you.

Replace or upgrade a side mirror and the replacement still has to meet all of that. A mirror that's too small, that can't be aimed correctly, that vibrates too much or that gives you no view down the side of the vehicle puts you outside the field of view ADR 14/02 was written to guarantee. If you can't adjust a mirror to the right position, you've got a practical compliance and safety problem, even when the glass itself is the right size.

Why a compliant field of view matters

The rearward field of view is the road behind and beside you that you can see in your mirrors. Set a side mirror correctly and it covers the traffic lane alongside you, shrinking the blind spot. Aim it poorly, or run one that's undersized, and the blind spot grows. That's where merging, lane-change and reversing incidents happen.

The 70 Series is tall and wide, and it's often carrying a tray, a canopy or a towing setup. Your side mirrors do more of the rearward visibility work than they would on a smaller vehicle. Once you've got a canopy or a load on, the interior mirror gives you very little, so your external mirrors become your main way of seeing traffic behind and beside you.

Set a mirror precisely, and reset it in a moment after someone else has moved it, and it's more likely to be right when it counts. That's the safety case for electric side mirrors. Adjust from the driving position and you'll hit and hold the field of view the standard asks for far more easily.

The upgrade is about the field of view, not convenience alone. Electric side mirrors let you fine-tune the rearward view from the seat, and let a second driver reset it in seconds. A mirror that's quick to aim correctly is a mirror that's more likely to be giving you the full field of view ADR 14/02 requires.

Manual vs electric side mirrors

Manual and electric side mirrors can both meet ADR 14/02 on glass size and stability. What separates them is how easily you get the correct field of view and keep it, and that's where the safety and convenience gains sit.

So move from manual to electric and you buy convenience and a real safety gain, because you can set the compliant field of view more easily and keep it there.

Indicators housed in the mirrors

Some electric side mirrors carry an integrated indicator repeater in the housing. If your mirror houses an indicator, that indicator is a light-signalling device, so the vehicle lighting requirements apply on top of the mirror standard.

The standard for that is ADR 13/00 (Installation of Lighting and Light-Signalling Devices), covering how lamps and indicators are installed, where they sit and how they operate. A direction indicator has to emit amber light to the front and side, flash at the correct rate in time with your other indicators, and be positioned and visible in line with the applicable ADRs for vehicle lighting.

A mirror repeater in the wrong colour, out of sync with the main indicators, or wired so it doesn't operate correctly is a lighting non-compliance, even where the mirror satisfies ADR 14/02 on its own. When you're choosing mirrors with integrated indicators, confirm the repeaters are amber and that they're wired to your indicator circuit so they flash in time with the front and rear lamps.

If the mirror houses an indicator, it has to behave like one. Under ADR 13/00, integrated repeaters must emit amber light and flash in time with your other indicators. A non-amber or incorrectly wired repeater can fail an inspection on a lighting fault while the glass and field of view are entirely compliant.

Fit and wire the mirrors safely

Once you've fitted a side mirror it's part of your vehicle's structure and its electrical system, so the install itself has to meet the general construction and electrical requirements. The standard here is ADR 42/05 (General Safety Requirements), which covers vehicle construction and electrical wiring among other things.

For an electric mirror that means it's mounted securely so it stays put and stays stable in normal driving, the housing doesn't create a hazardous external protrusion, and the wiring for the motors, heating, folding and any indicator repeater is installed safely. Wiring has to be correctly rated, properly insulated, protected from chafing and heat, routed and secured so it can't be damaged in service, and connected so a fault can't create a short or a fire risk.

  • The mirror is mounted securely to the door or mounting point and doesn't vibrate beyond what the mirror standard allows.
  • The reflecting surface gives a clear and stable view down the side of the vehicle once aimed.
  • Powered adjustment works on both axes from the driving position.
  • Wiring is correctly rated, fused or protected as required, insulated, and secured against chafing.
  • Any heating element is wired correctly and switches as intended.
  • Any integrated indicator repeater is amber and flashes in time with your other indicators.
  • Folding mirrors, where fitted, fold and return without binding or fouling the wiring.

That's the checklist your installer should work through before signing the job off.

Registration and certification

  • NSW: Mirror replacements that stay within the rear vision and lighting requirements are usually minor. If certification is needed, it falls under VSCCS. Assessment documentation available on request.
  • VIC: VASS certification applies where a modification affects a regulated system. Confirm whether your change requires it. Assessment documentation available on request.
  • QLD: The Approved Person Scheme administered by TMR covers modifications that require certification. Contact TMR for guidance on your specific situation.
  • SA, WA, TAS, NT, ACT: Refer to the relevant state or territory scheme.

Swap your manual mirrors for compliant electric ones and it's generally a minor modification. Whether you need certification or notification depends on your state or territory and on what the mirror changes, particularly if it adds indicator repeaters. Confirm the position for your vehicle rather than assuming none is needed.

Insurance

Electric side mirrors change your vehicle's specification, so tell your insurer, particularly where the mirrors add powered functions or indicator repeaters. Install them correctly and keep them within the rear vision and lighting requirements, and your mirror upgrade is a documentable modification, with assessment documentation available on request to support your disclosure.

An install that compromises rear vision, fits non-amber or incorrectly wired repeaters, or uses unsafe wiring is a non-compliant change that could affect a claim. As with any modification, confirm the position with your insurer and don't assume a specific outcome. Your safest path is a compliant mirror, correctly installed, with the documentation on hand if it's ever needed.
