If you're swapping the indicators on your Toyota LandCruiser 70 Series, the colour of the light matters far more than the colour of the lens you see when the lamp is off. That one point is behind most failed inspections. Here you can sort a compliant clear or crystal lens from a clear lamp that emits the wrong colour, work out the flash rate requirement and what causes hyper flashing, check positioning and visibility, and pick a lamp that keeps your vehicle inside the compliance envelope it was built to.

What ADR 13 governs

ADR 13/00 (Installation of Lighting and Light-Signalling Devices) is the national standard for how lamps are fitted to your vehicle and how they must perform once installed. It applies to the front, side and rear lighting on the 70 Series. That takes in the direction indicator lamps, the front position lamps and the side marker lamps.

Two parts of ADR 13 matter when you replace an indicator. Each lighting function on your vehicle has to be performed by a lamp approved for that function. The standard then sets how those lamps are installed and how they perform: the colour of light they emit, where they sit, how visible they have to be, and the rate at which a direction indicator flashes. Fit a replacement that misses those requirements and your vehicle sits outside the standard it was built to comply with.

The lens colour isn't the test. ADR 13 looks at the colour of the light the lamp emits when it's operating, where the lamp sits and how it performs. You can run a clear or crystal lens and still be fully compliant, so long as the emitted light is the right colour and the lamp meets the installation and performance requirements. Lens colour against light colour

This is the point owners get wrong most often, and it's what fails them at inspection.

Your factory indicator has an amber lens, so it looks orange switched on or off. The lens creates that colour. A clear or crystal lens lamp looks white or colourless when it's off, which gives you a cleaner front end, but the lens tells you nothing about the light it puts out when the indicator is working.

  • Front direction indicators must emit amber light.
  • Side direction indicators and side marker indicators must emit amber light.
  • Rear direction indicators must emit amber light, or red where that configuration is specifically permitted for the vehicle.

Those are the emitted colours ADR 13 requires for each function. A compliant clear or crystal lamp gets there with an amber LED or an internally tinted reflector sitting behind the clear lens. When it flashes, the light is amber, the same as your factory lamp. All you've changed is how the lens looks switched off. Fit a non-compliant clear lamp and you get white light instead, and it fails ADR 13 no matter how good it looks, because the emitted colour is wrong for the function.

So a clear or crystal lens isn't your problem. White emitted light is. You'll confuse the two easily, because switched off they can look identical. Ask what colour the lamp emits when it flashes, not what colour the lens is.

Flash rate and hyper flashing

ADR 13 requires a direction indicator to flash at a steady, regulated rate. The accepted range is 60 to 120 flashes per minute. A lamp that flashes too fast, too slow or erratically misses that requirement, and it can fail an inspection even with the colour and position right.

You'll hit this when you move from factory filament globes to LED lamps. Your flasher circuit reads current draw to confirm a lamp is present and working. An LED draws far less current than the globe it replaces, so the circuit can read that low draw as a blown lamp and respond by flashing at roughly double the normal rate. That's hyper flashing, and it puts your indicator outside the 60 to 120 flash per minute window.

Hyper flashing is a compliance and safety issue, not a cosmetic one. An indicator flashing too fast sits outside the ADR 13 flash rate requirement and can fail a roadworthy inspection. You correct it by restoring the right current load on the circuit, usually with a load resistor or a compatible electronic flasher, so the lamp flashes within the legal 60 to 120 flashes per minute. Positioning and visibility

ADR 13 also governs where your indicator and marker lamps sit and how visible they are to other road users. A direction indicator has to be positioned and oriented so its signal shows across the angles required for that function. Side markers and side repeaters have to stay visible from the side of the vehicle. A replacement is expected to occupy the same approved location and projection as the lamp it replaces.

That's why you're safest with a like for like replacement built for your specific vehicle. A lamp made to factory dimensions and mounting points sits in the original approved position, illuminates through the same angles and holds the visibility the standard asks for. Fit a generic lamp that doesn't match your factory housing and it can sit at the wrong angle or fail to project the signal across the required field. You have a compliance problem there even when the colour and flash rate are correct.

The 70 Series runs front corner indicators with an integrated front position function, plus side marker indicators along the body. Each one performs a distinct lighting function under ADR 13. Your replacement has to reproduce every function the original lamp provided, in the same position, at the correct emitted colour.

If your indicator fails roadworthy

An indicator that emits white light, flashes outside the legal rate or isn't approved for its function will fail a roadworthy or safety inspection. Inspectors check lighting against the applicable ADRs for vehicle lighting and your state roadworthy requirements. Direction indicators are a standard inspection item, because they're a primary signalling device, and your vehicle can't pass until the lamp is rectified.

Safety is the reason the rules are strict. Amber exists so other drivers can instantly tell a turn signal from a white park or reverse light, and from a red brake or tail light. Run a white indicator and that distinction is gone, and it can be confused with other lighting, particularly at night. One flashing at double rate, or not at all, gives other drivers unreliable warning of what you're about to do. Both raise the risk of a collision, which is what the colour and flash rate requirements exist to prevent.

There's a cost on the other side of it too. Fail an inspection on lighting and you're fitting a compliant lamp and going back for a re-inspection, so whatever you saved on a cheap non-compliant lamp is usually consumed by buying the correct lamp a second time plus the re-inspection fee. Fit an approved lamp first and none of that happens to you.

  1. The lamp emits amber light at the front and side. Confirm the emitted colour when flashing, not the colour of the lens.
  2. The lamp is approved for the lighting function it performs.
  3. The lamp sits in the factory approved position and reproduces every function the original lamp provided.
  4. The indicator flashes within the 60 to 120 flashes per minute range with no hyper flashing.
  5. If you're switching to LED, the circuit load has been corrected with a resistor or compatible flasher where required.
  6. Assessment documentation is retained for inspection, certification and insurer disclosure if requested.

Confirm all six before you fit any replacement indicator or side marker to your 70 Series.

State requirements and insurance

Lighting gets assessed during roadworthy and safety inspections in every state and territory, and a non-compliant indicator is a routine fail item. Where a lighting modification needs certification, that's handled under the relevant state scheme, such as NSW VSCCS, Victoria VASS, or the Queensland Approved Person Scheme administered by TMR. On insurance, tell your insurer about any change to your vehicle's specification. A compliant lamp, correctly fitted, emitting the right colour and flashing at the correct rate, is a documentable change, and we can supply assessment documentation to support that disclosure on request.
