What ADR 13 Governs

ADR 13/00 (Installation of Lighting and Light-Signalling Devices) is the national standard that governs how lamps are fitted to a vehicle and the performance those lamps must deliver once installed. It applies to the front, side and rear lighting on the 70 Series, including the direction indicator lamps, the front position lamps and the side marker lamps that are the subject of this page.

ADR 13 does two things that matter to anyone replacing an indicator. First, it requires that each lighting function on the vehicle is performed by a lamp that is approved for that function. Second, it sets the rules for how those lamps are installed and how they must perform, including the colour of the light they emit, where they sit on the vehicle, how visible they must be, and the rate at which a direction indicator flashes. A replacement lamp that does not meet these requirements takes the vehicle outside the standard it was built to comply with.

The colour of the lens itself is not the test. ADR 13 is concerned with the colour of the light the lamp actually emits when it is operating, the position of the lamp, and its performance. A lamp can have a clear or crystal lens and still be fully compliant, provided the light it emits is the correct colour and it meets the other installation and performance requirements. Lens Colour Is Not Light Colour

This is the single most misunderstood point in indicator replacement, and it is the cause of most failed inspections.

The factory indicator on a 70 Series has an amber lens, so it looks orange whether or not it is switched on. The amber colour is produced by the lens. A clear or crystal lens lamp looks white or colourless when it is off, which gives the vehicle a cleaner appearance, but that says nothing about the colour of the light it produces when the indicator is operating.

What ADR 13 requires is that the emitted light is the correct colour for the function:

  • Front direction indicators must emit amber light.
  • Side direction indicators and side marker indicators must emit amber light.
  • Rear direction indicators must emit amber light, or red where that configuration is specifically permitted for the vehicle.

A compliant clear or crystal lamp produces the required amber light from an amber LED or an internally tinted reflector behind the clear lens. When it flashes, the emitted light is amber, exactly as the factory lamp is. The only thing that has changed is the appearance of the lens when the lamp is off. A non-compliant clear lamp produces white light instead of amber. That lamp fails ADR 13 regardless of how it looks, because the emitted colour is wrong for the function.

The practical takeaway is that a clear or crystal lens is not the problem. A lamp that emits white light is the problem. The two are often confused because they can look identical when switched off. When choosing a lamp, the question to ask is not what colour is the lens, it is what colour does it emit when flashing.

Flash Rate and Hyper Flashing

ADR 13 requires that a direction indicator flashes at a steady, regulated rate. The accepted range is 60 to 120 flashes per minute. A lamp that flashes too fast, too slow, or erratically does not meet the requirement and can fail an inspection even when the colour and position are correct.

This matters specifically when changing from factory filament globes to LED lamps. The vehicle's flasher circuit detects current draw to confirm a lamp is present and working. An LED draws far less current than the filament globe it replaces, and the circuit can read that low draw as a blown lamp. The system responds by flashing at roughly double the normal rate. This is commonly called hyper flashing, and it puts the indicator outside the 60 to 120 flash per minute window.

Hyper flashing is a compliance and safety issue, not a cosmetic one. An indicator that flashes too fast is outside the ADR 13 flash rate requirement and can fail a roadworthy inspection. It is corrected by restoring the correct current load on the circuit, usually with a load resistor or a compatible electronic flasher, so the lamp flashes within the legal 60 to 120 flashes per minute. Positioning and Visibility

ADR 13 also governs where indicator and marker lamps sit on the vehicle and how visible they must be to other road users. A direction indicator has to be positioned and oriented so its signal is visible across the angles required for that function, and side markers and side repeaters must remain visible from the side of the vehicle. A replacement lamp is expected to occupy the same approved location and projection as the lamp it replaces.

This is why a like for like replacement designed for the specific vehicle is the safe approach. A lamp built to factory dimensions and mounting points sits in the original approved position, illuminates through the same angles, and preserves the visibility the standard requires. A generic lamp that does not match the factory housing can sit at the wrong angle or fail to project the signal across the required field, which is a compliance problem even if the colour and flash rate are correct.

The 70 Series uses both front corner indicators with an integrated front position function and side marker indicators along the body. Each performs a distinct lighting function under ADR 13, so a replacement must reproduce every function the original lamp provided, in the same position, at the correct emitted colour.

Why the Wrong Lamp Fails Roadworthy and Is a Safety Issue

An indicator that emits white light, flashes outside the legal rate, or is not approved for its function will fail a roadworthy or safety inspection. Inspectors check lighting against the applicable ADRs for vehicle lighting and your state roadworthy requirements, and direction indicators are a standard inspection item because they are a primary signalling device. A failed lamp means the vehicle cannot pass until it is rectified.

The reason the rules are strict is safety. The amber colour of an indicator exists so that other drivers can instantly distinguish a turn signal from a white park or reverse light and from a red brake or tail light. A white indicator removes that distinction and can be confused with other lighting, particularly at night. An indicator flashing at double rate or not at all gives unreliable warning of the vehicle's intentions. Both situations increase the risk of a collision, which is exactly what the colour and flash rate requirements are designed to prevent.

There is also a downstream cost. A vehicle that fails inspection on lighting has to be re-fitted with a compliant lamp and re-inspected, and the saving on a cheap non-compliant lamp is usually consumed by the cost of buying the correct lamp a second time plus the re-inspection fee. Fitting an approved lamp the first time avoids the problem entirely.

  2. The lamp is approved for the lighting function it performs.
  3. The lamp sits in the factory approved position and reproduces every function the original lamp provided.
  4. The indicator flashes within the 60 to 120 flashes per minute range with no hyper flashing.
  5. If switching to LED, the circuit load has been corrected with a resistor or compatible flasher where required.
  6. Assessment documentation is retained for inspection, certification and insurer disclosure if requested.

Lighting is assessed during roadworthy and safety inspections in every state and territory, and a non-compliant indicator is a routine fail item.
